    Matthew is the founder and president of Southern Cross Property Consultants (SCPC) a construction management and land-use & development consulting firm based in San Diego. Matthew is a California licensed Architect with a Bachelor of Architecture degree from the University of Tennessee. Matthew holds a license as an Attorney in California and received his Juris Doctor degree from California Western School of Law.

    In 2023 Matthew was reappointed to a second four-year term on the City of San Diego Planning Commission. He currently serves as the Vice-Chair, a role he was appointed to by the mayor in 2024.

    Matthew teaches as an adjunct faculty member at the University of California, San Diego, Urban Studies and Planning Department on courses in real estate development and land-use. He previously taught as an adjunct architecture faculty member at Woodbury University, San Diego.

    David Park is the Director of our HOA (Homeowners Association) and Multi-Family division and serves as owner’s representative with over 25 years of experience managing HOA, multifamily, commercial, and high-end residential construction projects throughout Orange County and San Diego. He specializes in guiding projects from the pre-construction phase (the planning and preparation phase before building begins) through closeout (final project completion and handover), maintaining strict control over scope, schedule, budget, quality, and safety.

    As Director of HOA and Multifamily Construction Management at Southern Cross Property Consultants, David leads multidisciplinary teams, manages project financial performance, and acts as the primary liaison between clients, contractors, and consultants. He is known for building strong client relationships, consistently delivering measurable results, and establishing a culture of accountability and safe work practices. David is recognized for his proactive communication style, which ensures all stakeholders are aligned at every project stage and sets him apart from others in similar roles.

    Jack Straw is a land use professional with nearly 20 years of experience in the land development, local government, and public affairs sectors. As the Director of Preconstruction for Southern Cross Property Consultants (SCPC), Jack helps clients navigate the often-complicated process of designing and permitting construction projects and has experience across a wide range of asset classes including multi-family, senior living, hotel, commercial, and self-storage. Jack has worked with different jurisdictions and agencies across the country and has extensive experience with managing community and government relations for large discretionary projects.

    Jack is a member of Lambda Alpha International (LAI) and recently spent 3 years as a board member of the Chula Vista Chamber of Commerce.

    Dale Shimek, Director of Commercial Project Management, has over 25 years of property development experience managing projects including unique site urban retail build-outs, mixed-use development, ground-up class A office, life science labs, research and development labs for tech companies, big box retail, franchise-owned and single site restaurants, parking structures, transportation, public school and university facilities, and on-site and off-site civil work.

    Dale’s project experience spans 30 states with projects in value up to $700 million. The majority of his time has been spent as an owner’s representive for Fortune 100 companies including Target Corporation and McDonald’s Restaurants, and for Illumina, Lincoln Properties and Kilroy Realty, a leading U.S. REIT.

    In Southern California, he was the senior construction project manager for One Paseo, a high profile, mixed-use project in Del Mar, California with 45 unique retailers, 300k SF of office, parking structure, apartments, and associated civil work. In Minnesota, he worked for the development departments of two international companies, leading design, entitlement, pre-construction, and construction for projects in Arizona, Texas, California and midwestern and southeastern states. His career began as a project manager for a hard bid general contractor.

    During the initial phases of a project, Dale’s scope of services include due diligence, entitlement, design team selection, design management, estimating, value engineering, scheduling, constructibility review, and permitting. Once design and permitting are complete, he handles bidding, contractor selection, the construction process, budget management, change order review, stakeholder communication, schedule monitoring, document control, move in, and close out. Dale has a high level of expertise and experience working with city planning officials, architects, engineers, inspectors, contractors, tenants, stakeholders, and owners.

    Dale graduated from the University of Minnesota with a Bachelor of Science in Construction Management, Business and History. He enjoys sailing, traveling and exploring midcentury modern architecture with his wife, Jane.


  • Director of Pup-lic Relations

    Otto Boomhower is a dachshund-schnauzer mix who was rescued on November 16, 2014. His origin story reads like a classic underdog tale: found navigating the streets of San Bernardino with nothing but determination and an impressive lack of a plan, Otto was apprehended by animal control. After a brief sabbatical to get his affairs in order, he made a bold career pivot and joined Southern Cross Property Consultants in San Diego as Director of Customer Outreach.

    For eleven distinguished years, Otto has excelled at tail-wagging diplomacy, strategic napping in high-traffic areas, and maintaining an open-door policy (provided treats are involved). His dedication to the company's core values—loyalty, enthusiasm, and an unwavering commitment to 4 p.m. walks—has not gone unnoticed.

    We are pleased to announce that Otto has been promoted to Director of Pup-lic Relations, where he will continue to lead by example, demonstrate exceptional belly-rub negotiation skills, and provide critical supervision of all lunch-related activities.
